The Newport Beach Public Library is an authorized United States Passport acceptance and Notary Service facility.
Passport Service is by appointment only, Monday-Thursday from 10 a.m. - 3 p.m. at the Central Library. We offer the following services:
- Processing for first-time adult applicants (16 and older)
- Processing for all minor applicants (0-15 years of age)
- Current processing times:
- Routine processing: 4 to 6 weeks
- Expedited processing: 2 to 3 weeks
- Lost/Stolen Passport replacement

Please note we do not process renewals for adults with passports less than five years expired. See below for more information.
Requirements for obtaining a passport book and/or passport card:
For children under the age of 16, the two-parent consent law requires proof of relationship with parents. This is established through the Certified Birth Certificate.
- All applicants must be present during application process.
- Both parents must be present for applicants under the age of 16. If one parent cannot be present, that parent must fill out a Parent Consent Form (DS-3053) and have their signature notarized.
- Must provide Proof of Citizenship (Certified Birth Certificate issued by the State or County - abstract certificates are not acceptable, Prior Passport, or Naturalization Certificate).
- Valid government issued identification (Driver's License, California ID Card, or Military ID). Minors will use their parent's ID.
- One passport photo. Photos must be in COLOR, 2" x 2" in size with a white or off-white background. For your convenience, the library can process passport photos for $26 (Effective Monday, July 1, 2024) per applicant.
- Regular candid photos and do-it-yourself booth photos are NOT ACCEPTABLE. Photographs should be taken in normal street attire - uniforms, or clothing that looks like a uniform, should not be worn.
- Two separate payments. Bring your checkbook.
- Passport fee: Check or money order ONLY payable to US Department of State
- Photo & Execution fee: Cash/check/charge payable to Newport Beach Public Library
Proof of parent relationship:
For children under the age of 16, the two-parent consent law requires proof of relationship with parents. This is established through the Certified Birth Certificate.
Renewals
If eligible, adults can renew by mail for a $130 fee ($190 for expedited service) using the DS-82 form. Minors (and minors at time of issue) must reapply using the DS-11 form.
The Library does not process the DS-82, Passport Renewal Application forms.

Newport Beach Public Library Notary Guidelines:
Notary Service is by appointment only, Monday-Thursday from 10-3pm at the Central Library. Please call (949) 717-3831 to schedule an appointment.
Price: $15.00 per signature
Notary Services provide patrons a convenient way to get basic documents notarized. A Notary Public is appointed by the State of California to witness the signing of important documents and administer oaths. Please review the ID / procedural requirements below before booking your appointment. Our notaries reserve the right to refuse service if patrons do not meet the guidelines listed below.
The Notary at the library can:
- Notarize acknowledgements
- Administer an oath, affirmation or jurat
- Certify copies of a Power of Attorney
The Notary at the library cannot:
- Notarize photocopies of Vital Records (birth certificates, marriage, death certificates, etc.)
- Notarize a document with blanks or incomplete documents
- Notarize real estate Documents (such as deeds, mortgages and closing documents)
- Give legal advice or assist you in filling out documents, including immigration forms.
- Notarize documents in a language other than English
The Notary must be able to communicate in English directly with the signer
Please do not sign documents until you appear before the Notary Public. Documents must be signed and dated in the presence of the notary. Complete all other information on documents prior to signature notarization. Incomplete documents will be refused.
ID / Procedural Requirements:
Patrons must present a current (or issued within five years), valid identification issued by a state or federal agency that includes the patron’s photo, description, signature and identification number, such as a valid CA driver’s license. We will NOT notarize documents without proper identification.
