Passports

The Newport Beach Public Library is an authorized United States Passport acceptance facility.

Passport Service is by appointment only, Monday-Thursday from 10 a.m. - 3 p.m. at the Central Library. 

The Library does not process adult renewals. Please visit travel.state.gov/renewonline to renew online or by mail.

Appointments are available 14 days in advance.

Please note: If you arrive more than 5 minutes after your scheduled appointment time or do not have all appropriate documentation, you will have to reschedule.

Requirements for obtaining a passport book and/or passport card
  • All applicants must be present during the appointment.
  • Proof of U.S. Citizenship.
  • Applicants ages 16-17 can apply for a passport alone with valid identification and parental consent in the form of parent’s signed check or written statement. Or one parent can accompany applicant to the appointment.
  • For children 15 and under, the two-parent consent law requires proof of parental relationship. This is established through your minor child’s original or certified birth certificate.
  • If one parent cannot be present, that parent must fill out a Parental Consent Form (DS-3053), have the form notarized, and provide a photocopy of their ID.

What to Bring

  • Appointment Checklist
  • Completed DS-11 application. Do not sign.
  • Valid government issued identification (Driver's License or Military ID).
  • Proof of Citizenship (Certified Birth Certificate issued by the State or County, Prior Passport, or Naturalization Certificate. Abstract birth certificates are not acceptable).
  • For minor applicants:
    • An original or certified birth certificate.
    • Valid identification of both parents.  
    • If one parent cannot be present, that parent must fill out a Parental Consent Form (DS-3053), have the form notarized, and provide a photocopy of their ID front and back.
  • One passport photo. Photos must be in COLOR, 2" x 2" in size with a white or neutral background. For your convenience, the library offers passport photos for $26 (Effective Monday, July 1, 2024) per applicant.
    • Regular candid photos and do-it-yourself booth photos are NOT ACCEPTABLE. Photographs should be taken in normal street attire. Uniforms, or clothing that looks like a uniform, should not be worn.
  • Two separate payments:
    • Passport fee payment: Check or money order ONLY payable to U.S. Department of State
    • Photo & Execution fee payment: Cash/check/charge payable to Newport Beach Public Library

Renewals

The Library does not process the DS-82, Passport Renewal Application form. 

If eligible, adults can renew by mail for a $130 passport fee ($190 for expedited service) using the DS-82 form. Minors (and minors at time of issue) are not eligible for a DS-82 form and must reapply in person using the DS-11 form.
